I am not sure for the best quality of camera in mobile phone because I never use other phone's brands, just use only Samsung. But I think camera of Note 5 has a good quality.

In my opinion Apple phone is the best camera phone.
Its photos are more colorful than Samsung's photos.

iPhone is good camera phone for me.
I don't like taking a photo as well.
That causes me don't know what camera phone is good.

I think Iphone 7 plus.
It features a new zoom feature that makes use of not one but two 12-megapixel rear cameras — one with a wide-angle 28mm lens and one 56mm telephoto lens. As a result, the 7 Plus provides a zoom feature that is hardware zoom up to 2x, and software zoom up to 10x.
