I mean the annoying behavior for you or might be for others.
For me, I would let it go and try to stay away from him/her.

Forme, it depends on the relationship.
If I am so close to her or him, I will tell them directly about his bad bahaviors. But, no need to waste time to tell strangers to change his or her bad bahaviors.
